The former site of the Hubei Military Governor’s Office was originally the location of the Qing Dynasty’s Hubei Consultative Bureau. In 1909, to align with the Qing government’s plan to ‘prepare for the imitation of constitutionalism,’ Hubei authorities began construction of the Hubei Consultative Bureau in Wuchang Yuema Factory, serving as a workplace for members of parliament. Additionally, a members’ club was built behind the main building for the parliamentarians’ living and resting quarters.
The construction was completed in 1910. The layout of the Consultative Bureau is in the shape of a ‘mountain,’ featuring a brick and wood structure with two-story buildings, representing a typical Western-style parliament building that perfectly integrates architectural form with practical function.
